NOTICE OF INVITATION FOR BIDS

CONTRACT NO. CE 80017

Concourse C East Apron Expansion

Denver, Colorado December 12, 2007

Sealed bids for Contract No. CE 80017, Concourse C East Apron Expansion will be received no later than:

2:00 PM, Thursday, January 17, 2008 Local Time

in the triple wide trailer, located within the DIA South Campus at 27301 E. 71st Avenue, Unit #2, Denver, CO 80249. Bids must be time stamped no later than 2:00 PM, Thursday, January 17, 2008, immediately after which a public bid opening will commence. Any bids to be submitted more than one hour prior to Bid Opening shall be submitted at the office of Technical Services, attention Nathan Jones, Room 8810, Airport Office Building (AOB), Denver International Airport, 8500 Peņa Blvd., Denver, CO 80249-6340.

GENERAL STATEMENT OF WORK

Concourse C East Apron Expansion construction including approximately 240,000 SY aircraft pavement, earthwork, drainage, and other items in coordination with the Concourse C east expansion of 10 Mainline Gates, Commuter Facility, Taxiway K, and Multi Use Aircraft Pad.

DOCUMENTS AVAILABLE

Contract documents, including specifications, will be available for purchase at the office of Carter Burgess, Inc., 707 17th Street, Suite 2300, Denver, CO 80202, phone 303-820-5240, at a cost of $350.00 per set (no refund) beginning December 17, 2007. Payment will be accepted in the form of a check made payable to Carter Burgess, Inc.

PREQUALIFICATION

Each bidder must be pre-qualified in the category of CE-6, Paving Contractor, at the $25,000,000.00 level, in accordance with the City's Rules and Regulations Governing Prequalification of Contractors. Each bidder must have submitted a prequalification application a minimum of seven (7) calendar days prior to the bid opening date. Applications must be returned to the Department of Public Works, Prequalification Section, Dept. 611, 201 West Colfax Avenue, Denver, CO 80202. PRE-BID CONFERENCE AND INSPECTION

All bidders are invited to a pre-bid conference at 2:00 PM, Wednesday, December 19, 2007, in the triple wide trailer, located within the DIA South Campus at 27301 E. 71st Avenue, Unit #2, Denver, CO 80249. A site visit will be conducted immediately following the Pre-Bid Conference.

DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION

Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal statutes and regulations regarding Disadvantaged Business Enterprise participation.

The Director of the Division of Small Business Opportunity (DSBO) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work let by the City and County of Denver. The specific goal for this project is 7% Disadvantaged Business Enterprise (DBE).

The project goal must be met with certified participants as set forth in 49 CFR Part 26 or through the demonstration of a sufficient good faith effort under 49 CFR Part 26.

The Director of the Division of Small Business Opportunity urges all participants in the construction, reconstruction, remodeling, and professional design services projects not to discriminate against women and minorities or any other persons and to assist in achieving these goals.

MISCELLANEOUS

As its best interests may appear, the City and County of Denver reserves the right to reject any or all bids and to waive informalities in bids.

The work under the Contract is subject to minimum wage rates established by the City and County of Denver Career Service Board.
